调用 DescribeSysEventGroupList 接口，查询指定账号下的事件分组列表。
请求方式：GET
VPC内域名：monitor.internal.api.ksyun.com
接口调用频率限制为：3600次/分钟。
以下请求参数列表仅列出了接口请求参数和部分公共参数，完整公共参数列表见 公共请求参数。
